Petty dictators come to power through brute force. Why would anyone think that talking to them would get them to back down? You can negotiate with reasonable people, but when has Kim Jong Il (or Ahmedinejad) acted reasonably? I suppose Obama thinks Il is a fellow Michael Jordan fan due to the signed basketball he got from former Sec of State Albright.

No speech that Obama reads from his teleprompter will be taken seriously.

Only when you destroy a dictator's military, the same force that keeps the leader in power, do they change their tune. Without the troops to control the people, the dictator cannot survive.

The problem is that Obama is will not do anything beyond threaten while all the dictators of the world call his bluff.

I've been watching this little drama unfold for a number of years now, and here's what strikes me.

North Korea, Iran, Venezuela, and other pariah nations are like children. They act petulantly in defiance of legitimate international authority, they throw tantrums and issue threats when they don't get their way, and they make noise to get attention when they're ignored. (Chavez in particular on that last one.)

The United States and the other permanent members of the UN Security council (as well as the rotating members) are like adults in general and parents in particular. They behave like mature, responsible, contributing, productive members of the community of nations.

And here we see Obama's approach to NoKo contrasted with Bush's approach to NoKo....much as we might contrast a permissive parent to an authoritative parent. This is especially obvious to me since I'm about to become dad for the first time and have been reading about parenting.

As with a misbehaving child, North Korea acts up to get attention. Instead of simply ignoring this childishness, or acting swiftly and decisively to deal with it (whether a smack on the butt or a missile strike)...Obama lectures, pleads, begs, and goes running to the UN to get another worthless declaration issued and/or another round of sanctions. Most of the time they don't even get passed, since we have not one but two permanent UNSC members (Russia and China) who usually vote against sanctions anyway.

But even if a sanction passed and was properly enforced (doubtful) it would still be meaningless since China continues to trade with NoKo and provide everything that the latter can't produce on its own. (It's about as meaningful as the US embargo on Cuba, frankly.) Some official in the Japanese government astutely noted that China was key to making any sanctions work, since diplomatic and economic isolation mean nothing to the NoKo's unless everyone is on board.

If I were president, I'd warn North Korea that this kind of aggression and provocation would not be tolerated. If they didn't take that rocket off the launch pad and permanently decommission those nuclear research facilities immediately...I'd position the US 7th fleet off their coast and start lobbing cruise missiles until all the prohibited facilities and launch complexes had been destroyed.

The NoKo's military response, if any, would be laughable. Any action on their part would be met by a full invasion of their country and a toppling of the regime in Pyongyang. A nuclear attack would result in their nation being turned into a glass-coated parking lot. They wouldn't risk that over a missile strike taking out their launch complex.

If Clinton had had any balls, he'd have done this (or sent a B2 stealth bomber) and blown that Yongbyon fuel reprocessor all to pieces back in 1994. Then we wouldn't be in this situation today. Instead, he sent Jimmah Carter to bribe the NoKo's with food and fuel, to play nice. Worked out real well for us, didn't it?

Wasn't it during the campaign that a certain candidate said something about the fact that actions for change meant more than "just words, just speeches". Now quoth the One, “The United States and the international community must take action in response,” Seems to me that should mean each country takes "action" and lobs a missile at North Korea and that would be that.

The DPRK is sure to be shaking in their jackboots over the Security Council's condemnation.

At least North Korea has brought to light the fact that the UN is incapable of dealing with serious problems or conflicts.

Obama seems content to join the UN in releasing some truly inane statements regarding North Korea's weapons development. (for a list of the strangest of the statements and condemnations, you can visit:
http://firstconservative.com/blog/political-humor/political-humor-north-korea-and-president-obama )

Obama and world leftists have deluded themselves into the belief that DPRK cares what the world thinks. This is a dangerous and childish belief.
